The Alliance’s sourcing activities are designed to comply with Texas law and UT System policy regarding the use of Historically Underutilized Businesses (HUBs).

The UT System Supply Chain Alliance utilizes the Centralized Master Bidders List (CMBL) to identify HUB companies based on the NIGP code(s) and/or service description of the RFP scope of work being solicited. Once identified, these companies receive notification of the opportunity via email. In addition, Alliance sourcing events are hosted electronically on UT MD Anderson's website, and electronic bid announcements are also posted on the Texas Electronic State Business Daily website.
Completing the HUB Sub-Contracting Plan (HSP) as part of your response to Alliance Solicitations
- UT System Policy #137 requires a “good-faith effort” to include minority and woman-owned businesses in all of our procurement opportunities.
- All firms or individuals, both HUB and non-HUB, in-state or out-of-state, who propose on UT System opportunities valued over $100,000 are required to submit a HUB Subcontracting Plan with their RFP.
- Responses that do not include an HSP will be rejected as a material failure to comply with advertised specifications in accordance with the request for proposal.
